Allegheny County, Pennsylvania voted 11-4 on October 20 for the first countywide paid parental leave law. It gives 12 weeks of paid leave at employers with 15 or more staff, including remote workers based elsewhere, starting a year after signing.
12 weeks
of paid parental leave, at employers with 15+ staff
Why this mattersYour remote hire's home county can now set your leave policy, and nobody tracks that in a spreadsheet of states. Pull your roster, list the city and county every remote person actually works in, and check that list against local leave and sick pay rules before your next hire.
Operations
A Southwest flight attendant sued on October 20 under disability law over a severe cat and dog allergy. She says she wrote to the vice president of inflight operations and waited about three months for a reply that no accommodation could be made.
3 months
wait for an answer on one accommodation request
Why this mattersShe was left with three bad options and no written process, which is what a jury hears. Give every accommodation request a named owner, a ten business day answer and a written record of what you considered, even when the answer is no.

Paylocity launched an AI recruiting tool on October 22 that puts agents inside its hiring software. It claims 35% more recruiter productivity, roles filled 25% faster and 15% less candidate drop-off, with no baseline or method given.
35%
claimed recruiter productivity gain, no baseline
Why this mattersVendor percentages like these are measured against something nobody shows you. Before you pay for the add-on, write down your own days to fill and recruiter hours per hire this quarter, then make the vendor beat your number in a 60 day trial.

Research and technology that is making money, saving money, or about to change how work gets done.
Science
Blue Energy, an MIT spinout led by Jake Jurewicz, builds 1,500 ton sections of a nuclear plant in shipyards and barges them to site. MIT News reported on October 22 that it targets about 36 months of construction against more than ten years historically, and roughly 5,000 dollars a kilowatt.
36 mos
to build, against more than ten years before
Why this mattersThey moved the hard work off the site, where delays compound, into a factory that already works. Find your own version: take the onboarding steps a manager does in week one and move everything that is not the manager into the two weeks before the start date.
Science
Mach9 started in 2021 building survey hardware for civil engineers, then found the bottleneck was processing the data rather than collecting it. It dropped robotics from its name and raised 34 million dollars on October 21 led by First Round and Bessemer, claiming its software is 10 times faster across nearly 100 beta customers.
10x
faster once they fixed the real bottleneck
Why this mattersThey spent years speeding up the part that was never the constraint. Check yours before you buy: time each stage of your hiring from application to offer, and spend the budget on the longest wait, which is usually the manager, not the software.
Science
Qixiang Cheng's team at the University of Cambridge built a light-reading chip a few centimeters across that costs about 10 dollars. It identified plastics, medicines, coffee and tea with 100% success in their tests and measured concentrations to about 0.01%, beating lab bench machines in those experiments, published in Nature Photonics.
$10
cost of the chip, against a lab bench machine
Why this mattersThe cheap version did not just approach the expensive one, it beat it on the tests that mattered. Your HR stack has that case in it. Before the next renewal, list the two things you actually use the tool for, and price a simpler tool against only those.

Three things to do this week
3 actions
Three moves with the best payoff for the least effort, each with what it is roughly worth. Even one of them saves hours of work, cash, or a risk you would rather not carry.
🛡️1
Risk
Map the city and county every remote employee actually works in
Pull your roster and record the city, county and state each remote person works from. Flag anyone in a place with its own leave, sick pay or pay transparency rule, and check your policy covers them. Two hours.
PayoffAllegheny County just passed a countywide 12-week paid parental leave mandate covering remote staff of out-of-state employers. Missing one local leave or sick pay rule brings back pay, penalties and often legal fees, commonly tens of thousands for a small employer.

Give every accommodation request an owner and a 10-day answer
Name one person who owns accommodation requests. Set a ten business day deadline for a written answer, and require a note of what was considered and why, including when the answer is no. 90 minutes.
PayoffA flight attendant's new disability suit turns on a three month wait and an unexplained no. Defending one disability charge commonly runs tens of thousands in legal fees before any award, and the written file is what decides whether it gets that far.

Measure your days to fill before you buy a recruiting AI add-on
Pull your last ten hires and work out days from application to offer and recruiter hours per hire. Put those two numbers in the vendor conversation and ask for a 60 day trial measured against them. One hour.
PayoffPaylocity's new recruiting agents claim 35% more productivity and 25% faster fills with no baseline shown. Recruiting add-ons commonly run 10 to 20 thousand dollars a year for a mid-size team, and without your own number you cannot tell whether it paid for itself.

yearly add-on spend you can actually justify
